I present to you a building inspired by Dragon Ball's Kami's Lookout. (http://dragonball.wikia.com/wiki/Kami%27s_Lookout) It goes as high as the height limit and is quite big inside. The inside isn't supposed to be like the lookout however (sorry to disappoint you :P ).
